Constitution of Rules

1. This Organisation shall be called SOUTH WEST CYCLO-CROSS and shall be affiliated to British Cycling, the National Governing Body for UK cycle sport, and will implement their            regulations.

2. The management of the Organisation shall be by a Committee consisting of 5 Organisation Officials and a minimum of 5 Committee Members, all to be elected annually by Members of     the Organisation. The Chairperson shall be elected from the committee.

3. The Organisation Officials shall be: Chairperson, Vice Chairperson, Secretary, Treasurer, Cyclo-Cross Officer. The committee will consist of these officials plus up to 10 committee        members.

4. The committee shall have the power to co-opt extra people onto the committee as required to fill vacancies or help with expertise.

5. In order to be a Member of the Organisation the person/s must be either:

  • An Event Organiser
  • An Event Sponsor
  • An Official and/or an Event Official
  • A Competitor

6. South West Cyclo-Cross will implement British Cycling’s policies for Child Protection and Vulnerable Adults.

7. The Organisations colours shall be Blue & White.

8. The League is the series of events co-ordinated by SOUTH WEST CYCLO-CROSS in any given season.

9. Committee Members desirous of resigning shall notify the Secretary prior to the last day in February in any year.

10.The Organisations Committee shall meet as necessary to transact the Organisations business, five to form a quorum. Any Committee Member absent from three consecutive                meetings without affording reasonable explanation and obtaining leave of absence shall be deemed to have resigned, and the Committee shall fill the vacancy.

11.Members of the organisation will be permitted to sit in a general meeting, however they will not be able to vote.

12.Members shall be liable to disciplinary action for conduct prejudicial to the interests of the Organisation and/or the Sport. The Organisation’s Committee shall have disciplinary powers     and may, in serious cases, expel members from the Organisation.

13.Any person that owes money to South West Cyclo-Cross after September 1st in each year will not be permitted to compete in any South West Cyclo-Cross event or represent the        organisation.

14.The Organisation’s financial year shall commence on 1st March and end on the last day of February after which date the Treasurer shall prepare the Balance Sheet and subsidiary        accounts, which shall be audited by an Independent Auditor elected at the previous Annual General Meeting.

15.In the event of the South West Cyclo-Cross group ceasing to function, assets of the group should be forwarded to British Cycling via the South West British Cycling Regional Board.

16.The Annual General Meeting shall be held in the first quarter of the following year and at least seven days notice of the meeting shall be sent to the Members enclosing a copy of        the Audited Accounts and Agenda.

17.Items for the Agenda of any General Meeting shall reach the Secretary at least 14 days before the relative meeting.

18.A Special General Meeting may be called by the Organisation Committee or, alternatively, by the Secretary, upon receipt of a request signed by seven members, subject to at least     seven days notice (with a copy of the Agenda attached) being given to the members.

19.No alteration in, or addition to, these Rules shall be made except with the consent of at least two-thirds of the Members present at the Annual General Meeting (or Special General        Meeting called for the purpose), notice thereof to be circulated to the Members (seven) days before the meeting, together with a copy of the Agenda, or copy of the relative            alteration or addition proposed.

20.The Organisation Committee, whose decision shall be binding on all parties, shall deal with any matter not provided in these Rules.
